This is a school called Durmstrang that is associated with the Dark Arts, Viktor Krum attended it, is located somewhere in the world that has a rather cold climate as for their uniforms, and Draco Malfoy wanted to go there. -

True all the way!!!! I really don't like cold weather, which is unfortunate because where I live gets pretty cold in the winter. Would choose to take a cat to Hogwarts instead of an owl, rat, or toad.

Fortunately, the only concertgoer actually touching the portkey (the rest of them were holding onto his hand) lifted the hand touching the portkey off of it for a moment to scratch his nose, which happened to be the exact moment that the portkey departed (his fellow concert goers were rather mad at him afterward)
